Summary

Add the public, paginated /.well-known/url-mentions.json endpoint with deterministic entries, references, cache headers, and ETags.
Exclude unpublished, unready, and deletion-pending videos.
Document URL Mentions protocol 1.0 with a JSON Schema and example fixture.
Test URL normalization, tracking parameter removal, significant query preservation, reference extraction, privacy filtering, pagination, and ETags.

Validation

just check — passed (61 tests, Ruff, formatting, ty, and render smoke).

The Brainrot checkout had unrelated local edits before this change. This PR contains only the URL Mentions implementation and documentation.
